* d/rules: include buildtools.mk and export CC/CPP/LD/PKGCONFIG
(esp. waf isn't finding PKG_CONFIG when cross-compiling)
* replace pkg-config => pkgconf in Build-Depends
* implement pkg.tevent.before-t64 build profile (for older releases)
