The primary source of tasks in the boot sequence comes from the initscripts package, which are implemented as serial shell scripts within the sysv-rc framework. This specification proposes their replacement with event-based upstart jobs.

Deferred for feisty, we opted to spend more time getting this right than release something half-right which needed fixing later.
A PPA of alternate packages will be made around the time of the feisty release which people can install for testing, these will go into +1 very early.
