Urgent Reboot Notification

When a kernel, glibc, or hal upgrade occurs, a light bulb appears in the notification area to let the user know that they should reboot. In these cases, however, the notification applet should be somewhat more invasive to encourage the user to reboot.
Microsoft Windows covers this problem by popping up a box asking the user if (s)he wants to reboot the machine immediately. While it would be really annoying to take it to this extreme, there are cases (like when upgrading udev) where the user can no longer expect to hotplug devices, or can expect random servers on their system to stop.
