* Rename source package to ti-blas, since 'blas' already exists.
* Update to Standards-Version 3.9.5.
* Make ti-blas Architecture: all and install the contents of the source
in /usr/src where expected, instead of relying on users to run 'apt-get
source'.
* Fix debian/copyright to comply with copyright-format 1.0.

BLAS (Basic Linear Algebra Subroutines) is a set of efficient
routines for most of the basic vector and matrix operations.
They are widely used as the basis for other high quality linear
algebra software, for example lapack and linpack. This
implementation is for TI Keystone devices.
