Unity is the new default interface in Ubuntu. As every heavy open source software used, we have of course a lot of people contributing in reporting bug. This tool help in doing the work of syncing upstream and downstreams bugs, following unity rules, collecting and linking bugs on milestone, closed on release and report to the next milestone.
It also helps generating changelog from the bug list.
