Fix compilation error reported in ticket #3481.
Not declaring variable "static" allows any object file to
access it by just declaring the variable as "extern" in the
source file where the variable will be used.
If you have to add variable in globals.h you are probably
doing it wrong /like in this case/ :)

This change should stabilize the v2 reader
The triple better but still not 100 % ok
