The Ubuntu Community Council is the group which determines the social
policies and structure of the Ubuntu Project. They will review and
approve of changes in critical documents like the Ubuntu Code of
Conduct, and procedures and policies that define the governance of the
project as a whole. New positions on the Council are nominated by the
SABDFL subject to a vote of all Ubuntu Members.

The community council meets on IRC every two weeks. The agenda for those meetings is at http://wiki.ubuntu.com/CommunityCouncilAgenda and all participants are welcome.
