Cherrypicked fixes and updates to resolve problems discovered while using python on ubuntu.

configparser:
   * Cherrypick fix from upstream 3.5.1 to avoid breaking backports (Closes LP: #1821247)
     See https://github.com/jaraco/configparser/issues/17
     and https://github.com/jaraco/configparser/issues/21

 python-pip:
   * d/patches/pypa-pip-issue-5366-crash.patch: Cherrypick upstream fix
     for crash on exit in e.g. 'pip install simplejson' (LP: #1821483)
