ca-certificates backported from Lucid to Hardy

PPA description

A backport of the ca-certificates package from Lucid to Hardy. I use this because our OpsCode Chef automation inserts a private CA certificate into Ubuntu using update-ca-certificates which installs CA Certs from /usr/local/share/ca-certificates/ but Hardy's update-ca-certificates does not have that feature.
