Add proxysql as mariadb proxy for openstack-helm

This tests the ability to position one or more proxysql instance(s) to front mariadb cluster to mitigate issues observed with attempting to stand up multiple services at once. Also changes services to use proxysql endpoint instead of mariadb for testing purposes.
