allow insufficient capacity in all launches

This is questionable, but I don't know how better to handle it at the
moment. Quite often ap-southeast-1 does not have sufficient capcity to
run all these tests. The bad result is that a couple instances would
get fired off and then one would fail. That would be complete waste
of instances.
