  * Backport to Bionic
  * Fix build to actually include SPIR-V outputs as intended (ommitted when
    building with recent spirv-llvm-translator{-12,-14} packages that have
    renamed llvm-spirv binary appending the LLVM version, ie. llvm-spirv-13):
    - debian/rules: Assign new LLVM_SPIRV_VERSION=13 variable (using LLVM 13)
        and modify conditional to check for llvm-spirv-$(LLVM_SPIRV_VERSION)
      - Add LLVM_SPIRV=/usr/bin/llvm-spirv-$(LLVM_SPIR_VERSION) libclc config
  * debian/patches/: Add disable-tests-causing-buildd-hang.patch to skip tests
    that can cause Launchpad buildd to completely hang on i386 architecture
  * debian/{control,libclang-X.Y-dev.install.in}: Add i386 arch for grpc
