Provide better download functionality to Apt-based package managers.

Aptboost will be to APT what Powerpill is to Pacman. I will then add Pacserve-like features in version 2.

Update 2011-12-29: Most of this can be implemented in Aptdaemon. I am working on concurrent downloads while installing and p2p in Aptdaemon. This project will probably become a hack to give legacy package managers partial Aptdaemon support.

Update 2012-01-04: I have an Aptdaemon branch which uses Aria2. It is tested on Natty with Software Centre and Update Manager. Bittorrent support will be added if I can figure out how to lookup the BTIHs from other machines with the files.
