A lot of test cases skipped because of suspend/wireless_before_suspend was failed

Bug Description

suspend/wireless_before_suspend is always fail now.
Because of it is the dependency of suspend/suspend_advanced, and it caused a lot of test cases skipped.

The fail as below:

In debugging this with Betty, I was not able to reproduce the wireless_before_suspend failure. However it's incorrect now for suspend_advanced to depend on wireless_before_suspend - this was just a bad way to get it to run in the right order. In fact it should only depend on power-management/rtc, since that's the only thing that actually has to work for it to run.
