suspend/gpu_lockup_after_suspend and graphics/screenshot_fullscreen_video tests should have a fail-safe with a non-existent file

Bug Description

It's bug 1202942 that cause this problem

The following two test cases:
suspend/gpu_lockup_after_suspend
graphics/screenshot_fullscreen_video
could still pass even with the requested file was pointed to a non-existent path.

Maybe we should let it check the file (for this case, the html file and the video file) first.
