gnome-theme-manager does not update theme

Bug Description

starting gnome-theme-manager and selecting another theme nothing happens,
only after 'killall gnome-settings-daemon'
or after logging out and back in again the new theme is loaded.
this is in hoary, but i noticed the same in warty.
