I'm unable to install thoggen in Ubuntu 13.10:

user@pc:~$ sudo apt-get install thoggen
[sudo] password for user:
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Unable to locate package thoggen

That might be because it has been removed from debian sid.

Thoggen relies on some things that are not available any more in current distros (like HAL) and needs to be updated. Hopefully soon, but probably not in time for 13.10.
