DictOpt should report duplicate keys as value input or the user won't know what happened when a error occurs in one of its services.

The behaviour we're talking about here is that:
foo = key:bar,key:baz
currently gives dict(key='baz')
That seems like pretty ok behaviour to me, but it sounds like it's already caused some confusion
