connect to server / browse network does something unexpected

Bug Description
From testing of gutsy amd64 dvd 20071010.2:
I wanted to access an anonymous ftp area on my house network. So I selected Places / Connect to server.
In the resulting window I selected Service type: Public FTP. Then I thought "oh, a browse button, let me see what it does".
What it does is bring up a copy of Places / Network. I don't think this is correct. It should bring up a subdirectory of Places / Network which corresponds to the root of the selected service type. If the service type is not browseable then the "Browse" button should be disabled.
