The binary packages of foomatic-filters are deprecated as foomatic-filters is discontinued upstream. foomatic-filters upstream provided foomatic-rip and beh which are now both provided by cups-filters upstream and development is continued there. So please do not install foomatic-filters of foomatic-filters-beh.

Anyone can help me how to correctlky represent the discontinuation of foomatic-filters in the cups-filters package and how to get foomatic-filters out of the distro?

Uploaded cups-filters 1.8.3-2ubuntu2 with Conflicts:/Replaces:/Provides: foomatic-filters-beh in its debian/control file. With this package installed, explicitly installing foomatic-filters-beh will ask the user to remove cups-filters and all its dependencies. This prevents automatic bug reports as this one, but an unexperienced user could remove most of the system's printing stack.

Best would be the removal of foomatic-filters from Xenial.

Or is there a way of a versioned Provides: which makes the request for installing foomatic-filters-beh answered with "everything is up-to-date"?
