F10-key don't switch focus to menubar in Mozilla Firefox

Bug Description
I am using Mozilla Firefox on Ubuntu 7.10 Gutsy Gibbon.
When I press the F10-key, it does not open the menu or switch focus to the menubar.
Firefox does this on Windows.
Other applications in Linux also work this way, such as Text Editor and F-Spot, etc.
NOTE:
When you hit F10, it does indeed move the focus, but you have to hit the down arrow to actually notice.
