ntp config handling inconsistent for SLES and openSUSE

Bug Description

For ntp configuration there are inconsistencies for SLES and openSUSE. While the module lists opensuse as a supported distribuion in distros, there exists no opensuse template file for ntp, thus configuration file genaration will fail. However, we have a sles template, but sles is not listed as a supported distribution.
