Looks like this package was removed from recent Ubuntu releases (https://launchpad.net/ubuntu/+source/moodbar/+publishinghistory), among others because the old upstream seemed dead. So someone will need to repackage and re-introduce moodbar to Ubuntu. I've tagged this as "need-packaging" to indicate, see also https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages.
