Bug Description

Kernel: 4.18.0-1006.6~18.04.1

The quota smoke test will fail with:

This test can pass with all the other Azure kernel, just not this one.

Same issue found with bionic/linux-aws-edge 4.18 on ADT:

Hi Kleber,
the cause for aws-edge is bug 1806799.

For this one on azure-edge, I think it's related to bug 1803334
