firewalld ipset autopkgtest failures

Bug Description

While investigating bug #1820317 I noticed that firewalld autopkgtests started failing:

2019-03-24 17:30:19 ERROR: COMMAND_FAILED: '/sbin/ipset add foobar 10.1.2.0/22' failed: ipset v6.38: Kernel support protocol versions 6-7 while userspace supports protocol versions 6-6"

Assigning seb128 for now since he was looking at other firewalld testsuite failures (please feel free to reassign).

For whoever looks at this, FYI, it looks like the last time these two tests passed was with a 4.19 kernel: testbed running kernel: Linux 4.19.0-13-generic #14-Ubuntu SMP Thu Feb 7 21:51:25 UTC 2019

The first failure for these tests was with 5.0: testbed running kernel: Linux 5.0.0-7-generic #8-Ubuntu SMP Mon Mar 4 16:27:25 UTC 2019

but it seems that ipset 7.1 isn't being pulled in:

The issues from previous cycle were resolved but it looks like it's failing again in eon now.
I spent some time on it previous cycle but don't plan to look at the new issue so I'm going to unassign myself now.
