Bug Description

Steps to reproduce:

1. install focal
2. # apt upgrade ; apt dist-upgrade

Expected result:

fwupd will be installed and fwupd-signed won't be removed.

Acturally result:

fwupd-signed will be removed so that fwupd can be installed.

Informations:

fwupd-signed : Depends: fwupd (= 1.3.9-4) but 1.3.9-4ubuntu0.1 is to be installed

Balint: Install current focal, update apt cache, try to install fwupd-signed. After last security update (https://launchpad.net/ubuntu/+source/fwupd/1.3.9-4ubuntu0.1) it can't be installed any more.

The exact same thing happened for Focal, Eoan and Bionic. All of them need fwupd-signed packages to go in tandem with a fwupd package update.

Per fwupd-signed-1.27/debian/control:

Depends: ${misc:Depends}, fwupd (= ${fwupd:Version})

fwupd-singed need to be rebuilt and resigned after fwupd is upgraded!
