K3b needs cdrdao but the package doesn't link dependency

Bug Description
For k3b to work (burn CDs) it needs cdrdao package installed but the k3b package
doesn't claim cdrdao as a dependency.

As of 0.11.23-0ubuntu3, cdrdao is a suggests, not a depends.
As of 0.12.1-1ubuntu2, K3B will no longer complain if you do not have cdrdao
installed.
