no eject media message after install xubuntu

Bug Description

QA-test install of xubuntu hirsute RC on
- dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)

at completion of install; I was asked if I wanted to continue testing, or reboot. I selected reboot.

** actual result

The displays switch to the Xubuntu plymouth screen & a swirly but just sit there.

** expected result

An eject media message should appear telling me to hit enter.
On pressing enter the machine reboots, but there is nothing telling me I need to hit enter

Note: I didn't use ubuntu-bug as session did reboot on pressing enter, but I couldn't open a terminal at that late stage of the process.. I can run `apport-collect` on a rebooted system, but not during the installation session.

2x displays = 1280x1024 & 1024x768; system boots with them mirrored

Testing Xubuntu Impish daily iso 20210907

No eject media message after install - cursor blinks in upper left hand corner - press enter and system reboots.

Boxes tested -
1.InWin BL641 i5-10400,32GB,Intel UHD Graphics 630,Ethernet,Intel 660p 512GB M.2 NVMe hd in VirtBox

Lubuntu impish daily QA-test install to
- sony vaio svp112a1cw (i5-9400u, 4gb, intel haswell-ULT)
testcase: full disk, encryption, uEFI, internet, swap

on hitting ENTER on calamares completion... this box just went BLACK SCREEN & sat there...

this could be disconcerting for a end-user - do I wait etc...

I know about this issue, yet was still somewhat confused when the screen went & stayed black (no feedback).

Black screen needs to be documented in release notes if still impacting at release time..

Lubuntu impish daily install on

on hotting enter; this box gets to Lubuntu plymouth screen & just freezes.. The logo just stops twirling at a point. same effect as prior comment (#11) but not a black screen.

a enter key fixes it still.

I tested Ubuntu Impish image from 20210908 and did not get the bug error.

Another tester reported the problem but filed no report -

power off (at menu)
@10:30 (AEST) plymouth appeared in shutting down; will give it 10 mins
@10:36 the ubuntu logo is @ top, ubuntuTM at bottom and still circling... with lubuntu the circling freezes..
@ 10:40 still no message but now 10 mins pressed ENTER and box shutdown.

(this was last box I experienced issue on with Lubuntu (comment #11) last night

Like test (only I waited 5 mins instead of 10) on
- sony vaio svp112a1cw (i5-9400u, 4gb, intel haswell-ULT)

I only waited 5 mins this time, got to VAIO (oem logo) somewhat-top; circling plymouth with ubuntuTM at bottom & sits there. shuts down when I hit enter

Another same result on (5 mins again)
- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)
@ 10:57 the plymouth was on screen...(ie. shutdown started)
@ 11:02 pressed enter.. ubuntu logo centre-upper; spinning twirly with ubuntuTM bottom centered just like other boxes.. box shutdown on enter

identically stuck on plymouth on shutdown; endless twirly on
- dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)
- lenovo thinkpad x201 (i5-m520, 4gb, i915)

Just a quick confirm to comment # 17

Tested 2 dell optiplex machines in live session Ubuntu Impish daily iso

1. Dell [ Optiplex] MT 7040, i7-6700,32 GB, Intel HD Graphics 530,Intel i219-LM GB Ethernet, M.2 256GB SATA SSD

2.Dell [ Optiplex] MT 7060, i7-8700, 32 GB, Intel HD Graphics 630, Intel i219 GB Ethernet, Samsung NVMe 256GB hd

Same results with tehese boxes - stuck on shutdown - press enter and the machines shut down.

Tested Kubuntu Impish daily 10-09-2021 and no bug -
then tested Xubuntu Impish daily 10-092021 same machines and the bug was present.

I think there were *multiple* causes of this kind of bug..

Up to plymouth 0.9.5git20210323-0ubuntu1 it lacked robust shutdown support. That was fixed in 0.9.5git20210406-0ubuntu1 but the new version also introduced bug 1942987.

I think we should track this in bug 1942987 and only worry if it still doesn't work after that is fixed.
