I have also encountered this bug. I found this patch from 2005 in the debian mailing list http://<email address hidden>/msg130897.html I don't know if actually fixes the problem though.

The version used by Ubuntu Intrepid and Debian Sid is quite old (0.6). I upgraded to mp3rename 3.5 myself and everything started working really well.

sudo apt-get install libmp3-info-perl libmp3-tag-perl checkinstall
sudo apt-get remove mp3rename
wget http://ufpr.dl.sourceforge.net/sourceforge/mp3rename/mp3rename-3.5.tar.gz
tar -xvzf mp3rename*
cd mp3rename*
sudo checkinstall -D make global
sudo dpkg -i mp3rename*.deb

This bug was fixed in the package mp3rename - 0.6-13

---------------
mp3rename (0.6-13) unstable; urgency=medium

  * QA upload.
  * debian/control: bumped Standards-Version to 4.6.0.
