[hardy] nvidia processor keeps max power all the time

Bug Description

Ubuntu hardy (development branch) - 8.04

When I used ubuntu 7.10 nvidia core changed nvidia cpu clock from fastest to nomal to slow, depending on usage. Now it keeps fastest, what makes battery run out fast. It would be great to have it as before.
