Repeat Keys not applying on startup

Bug Description

Settings are showed correctly in "Keyboard Preferences>General", but I need to turn off and on again "Repeat Keys" every time I start ubuntu, or change "Delay" or "Speed" a little bit to make it work. Otherwise speeds on keyboard are set to default.

It may be a hint too, that "xsendkeycode" (lineakd package) doesn't work at startup while added in "Preferences>Session Preferences" (simple bash script sending ctrl-alt-p turning on one of compiz plugins), but the script works fine after Gnome is fully up. (This trick worked well in ubuntu 7.10 on startup)

Issue found on HP Pavilion HDX laptop;
Ubuntu hardy (development branch) 8.04
