Login Window Configuration Window Won't Start until Another Admin Process is

Bug Description

I downloaded startupmanager, and selected "usplash themes", the hard drive started clicking 6 times every second, even after the startupmanager was closed. I had to restart to make it stop. Stopping GDM didn't stop it. After the restart, I started startupmanager, and it began clicking again.

I select System > Administration > Login Window, and it wouldn't pop up until I start another admin process (like restricted drivers), once Login Window opened, the clicking stopped. I'm a bit afraid to try it again (what is my hard drive doing??)

I'm also not sure where this bug goes, any help?

Confirmed amd64. I had no trouble on i386.

Further info (amd64): Admin login window fails whether or not another admin process is started before of after.

The Admin login window attempts to launch, but fails without complaint. Meanwhile, the hard drive goes into perpetual search activity. The system does not freeze, and other applications can be used, but the hard drive activity continues until shutdown. Upon reboot, no problem, but the welcome sound seems to have disappeared.

I have been able to diagnose the problem, within my limited capability (I'm not very tech).

If I attempt to launch the Adminstration login window (Ubuntu HH amd64 as of today), then the dialog does not appear and the hard drive goes into perpetual search, as reported above. The system does not hang. So I go to System Monitor, and look at the processes. Only System Monitor is using CPU, all others are sleeping. I choose gconf-2 and end the process (maybe doing it more than once). Then, the login window dialog box appears, the hard drive ends its perpetual search, and all is well.

I have not yet determined whether changes made via the login window will "stick."
