Right control key doesn't work

Bug Description

Right control key doesn't work. For example, in firefox, right-control + T doesn't do anything (left control + T works).
I'm using Hardy Heron with last update and my keyboard is the generic 105 key international. It was auto-selected when I had install Hardy Heron.

I used to have the same problem because a certain setting was enabled, it caused the Ctrl key to be consumed, make sure that the following option is off
System > Preferences > Keyboard > Layouts > Layout Options > Third level choosers > Press Right Ctrl to choose 3rd level
