Home page for *this* package is here: http://pecl.php.net/package/gnupg
License is: "BSD, revised"

Please do add this package and the other PECL packages too. According to various surveys ( http://www.qwkblink.com?phpsurvey ) PHP is a lot more popular than other languages such as Python and PERL. PHP is also very useful for general automation tasks, many people prefer it to the ever inscrutable PERL and limited languges such as bash.

Ubuntu needs to provide *full* support for php "out-of-the-box" if you want to win the hearts and desktops of the legions of php developers.
