Bug Description

It looks like the auth-person split is still breaking account creation (which should become person creation anyway) from the translation import script:

I've manually granted permissionson the Account and AccountPassword tables to the poimport user so things should unstick. Updates to security.cfg and relevant tests need to be landed before the next production release.

FWIW, I've added only SELECT, INSERT permissions for Account table: my testing could not indicate that AccountPassword access was needed as well. This is now in PQM.
