PQM should reject empty merge requests

Bug Description
If PQM receives a request to merge a branch that has no patches requiring merging, it should fail and return an error to the submitter.

I think that this should be an option, some projects use the ability to 'just commit' to trigger builds of releases and the like. Other than that though, this would indeed be useful.
