Also, the font called just "sans-serif" now looks the same as the font "serif"

Yes, same here. Fontconfig-Setup looks strange, it matches "sans" to "DejaVu Serif":
woho@kristall:~$ fc-match "serif"
DejaVuSerif.ttf: "DejaVu Serif" "Book"
woho@kristall:~$ fc-match "sans"
DejaVuSerif.ttf: "DejaVu Serif" "Book"
woho@kristall:~$ fc-match "mono"
VeraMono.ttf: "Bitstream Vera Sans Mono" "Roman"

I didn't look deeper where this comes from ...

I know fix is in progress - saw it from forum, however info should be added here too. One time ttf-unfonts in debian also caused similar problem, and some CJK ttf fonts need beautifying by modifying of fontconfig probably same as ttf-arphic-uming tried to do. But, afraid this kind of result, why one configuration change of ttf-font impacts whole configuration of fontconfig.

thanks for atie's advice . We are struggling on it now . And We think that we CJK user shall solve the problem that display CJK fonts better and will not effect others . May we take the configure of CJK out of fonts.conf , put each of them into conf.d , let the language-pack-base-* establish the link ,then it will not affect other language .

This is also due to ttf-arphic-uming's (mis)configuration, as it has the following in /etc/fonts/conf.d/30-ttf-arphic-uming:

<family>sans-serif</family>
  <prefer>
   <family>DejaVu Serif</family>
   <family>Bitstream Vera Sans</family>

Good to hear a fix is in progress. Until then, as a workaround, I've removed the 30-ttf-arphic-uming symlink:

sudo rm /etc/fonts/conf.d/30-ttf-arphic-uming
sudo dpkg-reconfigure fontconfig
restart desktop session

Cures both problems, bold fonts look ok, and fc-match "sans" correctly gives Vera.ttf: "Bitstream Vera Sans" "Roman".

Don't know about Kubuntu, but I've just done an Ubuntu Flight 4 install
from scratch, chose American English environment, and ttf-arphic-uming
was NOT installed by default. So of course I don't have this bug after
installation. But I seriously doubt this bug has gone. I'll install
ttf-arphic-uming and test soon.
