Generalize the component filter for soyuz <-> Rosetta integration

Bug Description

Currently we are filtering any import into Rosetta from soyuz that is not for main.

In the near future, soyuz will build other derivatives with different policies than Ubuntu so we should have a way to configure the components to import into Rosetta depending on the distro policy.

Let's not do anything until we need to: we need to know how do we need to generalize it before doing it.
