.net Client accepts an XLF with invalid syntax

Bug Description
Not sure if this should be fixed, or if the .net client is doing the right thing already, but it will currently play an XLF with no schemaVersion attribute on the layout element. Example attached.
Currently the Java client would reject the layout as invalid and not attempt to play it.

This is true - it currently has no support for schemaVersion of any sort (xmds, layouts or media). This could be added pending a discussion into the future of the .NET client.
