Bug Description
SaveConfig always returns a message saying that the in-memory config didn't differ from the one on disk, and that a new config was not saved even when they do differ and a new file is saved.
this bug was accidentally introduced when the saveConfig() method was moved to txlb/utils.py and it didn't return the proper status
