As you may have noticed, scan-build has been packaged, but not as a separate package. Instead it is part of the llvm-packages. For instance, clang-tools-6.0 from the llvm-toolchain-6.0 source package contains a scan-build-6.0 binary https://packages.ubuntu.com/bionic/amd64/clang-tools-6.0/filelist :)
