xorg tries to access /etc/xserver/
strings Xorg | grep SecurityPolicy shows that this file is hardcoded in Xorg

$> locate xserver | grep -i security
/etc/X11/
/usr/lib/
A symlink should be pointed to this or xorg should be modify to point to the security policy on those other locations.
