% causes problem in translation strings

Bug Description

I tried to translate item 155 of the knoda package. The original string is
"Borders too large! At least 20% have to be left for the data section"
The translation
"Der Rahmen ist zu groß! Mindestens 20% müssen für die Datensektion verbleiben"
is not being accepted with the error message
"Error in Translation: number of format specifications in 'msgid' and 'msgstr' does not match". It seams, the "% have" is recognized as format, but it shouldn't.

Same Problem for item 710 of the same package ("Column '%COLUMN%' could not be renamed").

This is not a problem with Rosetta, the problem is that knoda is tagging incorrectly that string. It should be have %% instead of % or the .po file should not have the 'c-format' tag.
