CPUs stay at full throttle

Bug Description

After upgrading jaunty alpha5 to 2.6.28-10, my PhenomII CPU stays at full clock (according to /proc/cpuinfo).
Booting with 2.6.28-8, the CPU clocks are throttled down correctly when idle.

I updated my system again, and received an /etc/init.d/ondemand that looks like it tries to set the CPUs to ondemand mode. Unfortunately it doesn't work.

It works if I run it manually: sudo /etc/init.d/ondemand start
But it doesn't work automatically. The reason seems to be the "sleep 60"... the system never gets beyond that sleep in a normal startup.
 if I remove that sleep, then the CPUs go into ondemand more correctly (and yes, I waited much longer than 60 sec... is there a time limit to /etc/init.d scripts?)

I can confirm this in fully upgraded Jaunty, kernel 2.6.28-10-generic.
