Could you please run:
$ sudo -s
# export PYCENTRAL=debug
# dpkg --configure -a

and attach the output ?

This might be a local install issue or a misleading error message from python-central. I move this to python-central until its clear what the issue is.

I was seeing the same thing while updating my packages on an 8.10 install. Here's the output for:

$ sudo -s
# export PYCENTRAL=debug
# dpkg --configure -a
