Function Key doesn't seem to work

Bug Description

I upgraded to Xubuntu 9.04 Beta and noticed that my Function key doesn't work anymore. I tried to adjust the brightness and the sound (including muting) with no luck. Every other built in Function combination works.

Xubuntu 9.04 Beta (XFCE 4.6.0)
Dell Inspiron 1000
Kernel: 2.6.27-14-generic

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).
