Need to ensure dontzap is installed for Kubuntu Intrepid -> Jaunty upgrades

Bug Description

Binary package hint: update-manager

dontzap is seeded for kubuntu-desktop via a kdebase-workspace-bin recommends, so it's installed for new installs, but not upgrades. Since systemsettings provides a GUI checkbox for this, we do want it installed for upgrades as well as new installs.

New recommends are installed on upgrade. If that is not the case for you, please attach the files /var/log/dist-upgrade and I check if there is a bug.
