Bug Triagers would benifit from a way to list bugs filed without a package

Bug Description
This stems from Andreas Schildbach's mail to Ubuntu-devel in which he expressed dismay at the lack of feedback on his bugs.
Part of the reason for this: All of the bugs mentioned were not filed against a specific package and therefore fell through the cracks, At the very least we need a way to get a list of these bugs so that Triagers can process them appropriately.
