SCIM should have a separate key for Bengali khanda-ta (U+09CE)

Bug Description

The Unicode standard v 4.1.0 has assigned a unique code point to the Bengali khanda-ta (U+09CE). SCIM should take advantage of that since composing the khanda-ta using ta (U+09A4)+virama (U+09CD)+ZWJ / ZWNJ is sub-optimal and is prone to rendering flaws.
So scim-tables-additional should include a separate key for the khanda-ta (U+09CE) to solve this and other existing issues.

Dialogue needed with the Bengali L10N team Ankur Bangla (http://www.bengalinux.org) to ask them which key to bind the letter to.

Definitely. And it would be also nice to contact scim-table upstream
asking for their opinions.

Okay, so we have decided about the Bengali Probhat keymap. U+09CE should be assigned to the Shift+8 key. A patch is not ready yet. If it's required I can provide one, or we can talk to upstream and get it done by them itself :).

Testing with the latest scim-tables-additional (0.5.6-1build1) for the phonetic Probhat keymap, indicates that the issue is resolved and that Shift+8 is indeed mapped to Khanda-ta (U+09CE).
Modification of the Inscript layout is considerably more difficult, as the Inscript layout is controlled by an arm of the Indian Government and subject to bureaucratic red-tape.
IMHO the bug can be marked as closed. The Inscript layout will be worked upon once the modifications are made upstream.
