[dapper] Every network activity is blocked

Bug Description

Every network activity is blocked by firestarter on boot.
sudo /etc/init.d/firestarter stop fixes it and if I start it again it works. I have no policies and no blocking assigned, so it's little unusal to find that ping and dns and general network activity is blocked.
I'm on ppc G3 with firestarter 1.0.3-1.1ubuntu1 and this used to work.
